David Edwards is Executive Director of Australasian Transport Risk Solutions Pty Ltd (ATRS) which is jointly owned and managed by David and Mel Saunders who formed the company in 2008. David has over 42 years experience in the rail transport industry in rolling stock construction and maintenance, rail operations, safety legislation and accreditation, compliance auditing and accident investigation.
Prior to forming ATRS, David held senior executive management positions such as Group General Manager – Safety Health & Environment with Asciano and previously in a similar role with Pacific National with responsibility for the company’s overall rail safety, accreditation, occupational health and safety, environment, anti-terrorist security, and safety critical training in each Australian State and Territory.
Prior to this David held positions such as National Manager Safety with the National Rail Corporation, Manager Operations Safety with the New South Wales Department of Transport - Rail Safety Directorate, and as Locomotive Operations Manager with the NSW Freight Rail Corporation.
David has also held earlier positions such as Safety Accreditation Manager, Curriculum Development Manager, and Manager Locomotive Driver Training with the NSW State Rail Authority. David has wide ranging experience in general train operations as a Locomotive Driver and Driver Trainer, and has gained many additional qualifications in other areas of rail operations, including as a tradesperson and supervisor in rolling stock construction and maintenance.
David has also had wide ranging major rail organisation experience in managing the critical safety portfolios of risk and safety management, rail safety accreditation, system incident/accident investigation, corporate railway safeworking policy and network rules, and liaising with various safety regulators and rail infrastructure managers on the implementation of major operational and safety reform projects.
David holds a Degree in Business Management and a Post Graduate Degree in Human Resource Management from Macquarie University in Sydney. David also holds a Post Graduate Diploma in Workplace Training and Assessment.
David is a past foundation Director of the Australian Rail Industry Safety & Standards Board, a past foundation member of the NSW ITSRR Rail Safety Strategic Forum, and a member of the Standards Australia (AS 4292) Rail Safety Management Committee. David is also a past member of the Commonwealth Department of Transport and Regional Services NTC Industry Advisory Committee, and the Joint Rail Safety Regulator Industry Advisory Forum. David also served as a member of the Australian Rail Industry Standing Committee on Safety Management.
As a member of the International Rail Safety Conference (IRSC) Steering Committee, David has had a long history of promoting rail safety internationally and built up an extensive network of International rail safety contacts. David is joint Chairperson of the IRSC Melbourne 2011 Organising Committee following Australia's success in winning this prestigious international nomination to host the event in Melbourne in October 2011.
Through David, ATRS is a member of both the Australasian Railway Association and the Rail Industry Safety and Standards Board.
David is also a Justice of the Peace in NSW.
