It is with pleasure that ATRS presents Ray Metcalfe to prospective Australasian clients. Ray joined the ATRS team as a senior associate in 2010 and has extensive knowledge and experience in the development and application of standards and safety management systems in all aspects of railway operations.
Ray formed his own consultancy company following his departure from the Halcrow Group Ltd in February 2008 where he was Director, Rail Operational Safety from December 2006. Prior to joining the Halcrow Group Ray had enjoyed a lengthy career in British Rail.
Since forming his own consultancy business he has been involved with a number of major rail based projects. These UK based projects have included:
▪ First Group Rail Holdings - driver management and operational safety on fleet maintenance depots;
▪ First ScotRail - risk assessment of possible changes to their contingency plan for their sleeper services;
▪ Arriva Trains Wales - the European Rail Traffic Management Project and as their Independent Competent Person for the approval of the ERTMS Level 2 scheme for the Pwllheli – Harlech section of the Cambrian Line and specialist operational safety/risk assessment consultancy;
▪ Southern Railway - risk assessment and independent safety assessment/validation of their organisational changes;
▪ London Overground - the GSM-R radio system for the East London Line Project;
▪ Bombardier Transportation - operational safety on fleet depots;
▪ DWF LLP - an Expert Witness to the Courts.
International project experience gained by Ray Metcalfe includes the following major projects:
▪ MTR Corporation Hong Kong - operational safety risk assessment and competence management;
▪ The Palm Jumeirah Monorail System in Dubai - review of safety management system including competence management and rules and procedures;
▪ Irish Rail - competence management for signallers and managing shunting risk;
▪ Queensland Rail Australia - SPAD and Operational Safety Management.
Ray's career in British Rail spanned 28 years in both the Mechanical & Electrical Engineering and Rail Operations and Safety Management areas. Ray was involved with the strategic management of safety at senior levels in British Rail including as Head of Safety in the British Rail Safety Directorate.
Immediately prior to this Ray was responsible for the management of mandatory standards for train drivers and train safety systems in the UK, and was directly involved in the development of specifications for the European Train Control System and European Standards for the Interoperability of High Speed Trains.
Ray also worked for Halcrow Rail during which time he provided consultancy advice and project management within a range of important rail projects. These projects included the safety management for the design of the Channel Tunnel Rail Link, Railway Group Standards for High Speed and Tilting Trains, and a strategic review of train driver management for the Association of Train Operating Companies following the Ladbroke Grove rail accident.
Ray has conducted reviews and provided advice on rail operational safety, train driver and “Signal Passed at Danger" (SPAD) and shunting management for most UK Train Operating Companies. Ray has also undertaken safety research for the UK Rail Safety and Standards Board on a wide range of topics associated with rail operational safety.
Ray was also the Project Director of the Halcrow contract with the UK TOC’s, Network Rail and Rail Safety & Standards Board for the UK Operational Safety and SPAD Conference, and the “Red Alert” publication on rail operational safety and SPAD management.
International assignments whilst employed by Halcrow included an independent review of standards and rules for the interoperability of railway operations on the Australian Interstate Rail Network, and various strategic reviews on railway safety management in Australia, Singapore, and Ireland.
Ray has also undertaken research for the European Union on human factors risk associated with interoperability and the rules and procedures and accident management manual for the Hong Kong Mass Transit Railway Corporation (MTR).
The formal qualifications held by Ray Metcalfe are extensive and include a BSc (Hons), Chartered Engineer, MIEE, Fellow of the Institution of Railway Operators, in addition to being a Director of Metcalfe Rail Safety Ltd.
