Terry Spicer — Senior Associate

As the Managing Director of his own consultancy company, Rail Level Crossing (RLX) Safety Management International Pty Ltd, Terry Spicer joined the ATRS team as a Senior Executive Consultant in 2011.

 

Terry has gained extensive experience in the Australian heavy haul rail transport industry through executive management roles with the Victorian Department of Transport, and the Victorian Department of Infrastructure, in addition to the Victorian Rail Track Corporation, Public Transport Corporation, State Transit Authority, and Goldsworthy Mining Limited.

 

Terry is widely recognised by the Australian and International rail industries as a railway level crossing safety management specialist.  Terry has presented a range of papers on level crossing safety since 2004 in Australia, and Internationally at the bi-annual World Level Crossing Safety Symposiums in London, Paris, and Tokyo.

 

In addition, Terry's extensive rail industry and Government administration background includes demonstrated strategic leadership experience managing large and complex organisations, public transport industry safety and security regulation, Ministerial policy advice formulation and implementation, infrastructure leasing, environmental management, and government and community relationship management.

 

Of all of his key achievements Terry is most proud of the most recent achievement relating to a significant reduction in road level crossing and motor vehicle occupant and train-crash fatalities in Victoria.  This achievement has seen over 28 months since the last road level crossing fatality, and 44 months without a fatality at a road level crossing in regional Victoria. This safety improvement is unprecedented in Victoria over the last 50 years.

 

As Senior Manager Railway Crossing Safety with the Public Transport Division of the Department of Transport, Terry provided the Minister for Public Transport and the Director of Public Transport with a "whole of public transport" perspective on Railway Crossing Safety Management, policy and planning matters.

 

Terry also provided the Secretariat role to the Victorian Railway Crossing Safety Steering Committee (VRCSSC) and represented the Director of Public Transport on the Railway Crossing Project Delivery Group, as well as representing Victoria on the Australian Level Crossing Assessment Model (ALCAM) - National Committee, and the National Railway Level Crossing Group (RLCG).

 

While Terry is passionate about level crossing safety, he is also experienced in all facets of general train operations management in both the public and private sectors of the Australian rail industry over a 50 year career.  This experience includes 42 years with the Victorian Government broken by 8 years in the iron ore industry in the Pilbara Region of North Western Australia.

 

Terry has extensive knowledge of Australian Standard AS1742.7- 2007 Manual of uniform traffic control devices Railway Crossings, as well as the Victorian Rail Safety Act 2006, which was amended in 2007 to adopt provisions in the National (Model) Rail Safety Bill 2006, in relation to interface agreements, referred to in Victoria as Safety Interface Agreements (SIA’s).

 

Terry also has detailed knowledge and understanding of the Transport Integration Act 2010 which was introduced on 1 July 2010 and represented a watershed in the evolution of transport policy and legislation in Victoria and Australia.  This ground-breaking legislation integrated a whole of transport portfolio, including ports and marine, under the one framework.

 

In relation to the general rail safety area, Terry has extensive experience in rail safety accreditation and compliance, and Australian Standard 4292-Rail Safety Management.  He also has a detailed understanding of Risk & Reliability Management and ISO 31000-Risk Management.

 

In terms of emergency management, Terry has extensive experience and expertise in the Emergency Management Act 1986, and Emergency & Incident Management Response Planning & Coordination. He also has detailed knowledge of the National Security, National Counter Terrorism Committee/Plan, Victorian Terrorism (Community Protection) Act 2003, and is a past member of the National Transport Security Strategy Committee, and the Rail Group Trusted Information Network for Transport Sector of Critical Infrastructure Protection.
